I know if you refuse to be tested its an automatic charge , but if you didnt refuse and they fail to test you ,can you still be charged with it?

The US missile defense system failed 4 out of 5 tests. The N. Korean 3-stage missile failed twice, once in 98 and the other 2 days ago. Are we even or is it just politics and brinksmanship game playing going on?

Brother-in-law is 20 years old and seems to have no positive direction in his life. Is in a little trouble from a refusal to take a breathalyzer test and has license suspend.. not the first time in trouble but all for misdamenors... would enlisting in the military help give him direction..If so what would be the best branch!!!
Just want input from someone that may have had a similar experience!!! Thank You!!!!

The case in question is a young woman who works and is 17. She no longer lives w/ her parents but with family but wants to move out of there and into her own place. With her job she makes enough to support herself and is mental and emotional capable of handling herself as an adult.
