i have a computer shop, most of my visitors would only use my internet to browse. i could turn it off, yes, but i don't want to waste my time turning it back on everytime a potential customer walks in. i would like to do this without using any thirdparty software if possible. is there a way?

my OS:
Winxp and i use wifi-router with my network.

I'm systems admin. Users cannot install programs on their PC's without admin rights. How come Google Earth can be installed even with no admin rights? How can I prevent this? It's eating up bandwidth.
