URL represents a Uniform Resource Locator, a pointer to a "resource" on the World Wide Web. A resource can be something as simple as a file or a directory, or it can be a reference to a more complicated object, such as a query to a database or to a search engine, In general, a URL can be broken into several parts. The previous example of a URL indicates that the protocol to use is http (HyperText Transfer Protocol) and that the information resides on a host machine.
The exact meaning of this name on the host machine is both protocol dependent and host dependent. The information normally resides in a file, but it could be generated on the fly. This component of the URL is called the path component.
A URL can optionally specify a "port", which is the port number to which the TCP connection is made on the remote host machine. If the port is not specified, the default port for the protocol is used instead. For example, the default port for http
URL can be configured Depending on your server-configuration .

A Uniform Resource Locator (URL) is a string of characters conforming to a standardized format, which refers to a resource on the Internet (such as a document or an image) by its location. For example, the URL of the page on yahoo is ww.yahoo.com
that's in the internet terms

An URL is the uniform resource locator..
It is used to locate your content (i mean web site) uniformly. No two person can have same name which will cause ambiguity.
It is not necessary that you ca use URL for the web site only.. you can use that to have the unique name in your networks

Contact your phone company, or seek their support website. More than likely they will have a FAQ there, or a Support Forum on their website for you to search for your question.
Also might want to see if it's listed in your phone's manual.
You'll be looking for something like: 198.102.212.52 or h:/cellphone/list.htm
H being your mapped cell phone as a virtual drive, like a card reader.
As previous people has answered what a URL is, I have listed a link below.
