How much time should I expect to be in traffic between Chula Vista to Los Angeles Chinatown on a Monday AM?

On the morning of Monday, Dec 11, I will be in Chula Vista and will need to make it to Chinatown Los Angeles and back. I'm not familiar with the timing of rush hour traffic as I don't live near. It seems like rush hour lasts 20 hours a day. Thought of leaving at 6 or 7am (flexible). Need an hour or two at destination. I need to make it back to Chula Vista by 3pm.
