Dobbs Ferry is on the Hudson. The view of the river is way, incredibly beautiful. It's in Westchester County, which is a pretty area. Westchester County is not devoid of things to do; there are some cultural events there, and you can always go antique shopping, or take a car or a train up to the Dia art museum at Beacon, or go see the amazing sculpture installations on the other side of the river at Storm King, or just gape at the scenery. It's a fairly short train ride into the city on the Metro-North commuter train (I think it's like 30 minutes and about $5 one-way; if you want to know exactly; find the Metro-North website and look it up.) No idea if you can take a boat from there into the city (It was a ferry stop once upon a time, I guess) but the train runs right along the river and you can stare at the view the whole time you're on the train.

It's an average suburban town. Pretty ordinary, but nice.
There is no public way to boat to Manhattan. If you had you're own boat you could do it. Just drive, it doesn't take that long, depending on traffic about 45 min on average.
