Really I don't know if there are phones in the Kingdom Hall but I've found several addresses and phone numbers of different Associations of Jehovah Witnesses (in Italian is Testimoni di Geova). From the States you need to dial 0039 prior the area code and phone #, I wish this will help.

P.S. I feel they do speak English even if not perfect (but understable).Nowadays in Italy English language is much more popular as in the past. However you need to try. For further info pls email me since I've no more room to answer you here.
