NO it is now against the law for children under 13 to travel on the eurostar or any aircraft as an unaccompaned miner {on the own} unless stated by the tour operator

Yes. Many children that age travel on their own. I have friends who put their 12 year old daughter on the Eurostar in Brussels, and we collected her from Ashford.
There also are planes full of expats' kids coming to and from school for instance at certain times of the year.
If you are worried you ask for the child to be escorted by a hostess to a collection point on arrival.
