Is there an historical example of a society significantly reducing corruption in it's government? Or is corruption roughly constant for a given culture?

I was reading an article on CNN regarding a fear that the Army and Marines might "collapse" if we don't leave Iraq in the near future. How exactly does a military force collapse? Do the soldiers refuse to deploy and abandon the bases en masse? I'm confused.

If a bunch of worthless old people got better healthcare, they'd live longer, draw more social security and drain other social programs! Good riddance to them.

Keep Healthcare private, high priced and for the healthiest I say! Am I right?

I got a speeding ticket a couple of weeks ago and the officer put that my car is a 2007 in stead of a 1997. I got the paperwork in the mail today and it also has the year as 2007. Can I get out of this ticket? That is a big difference in the years.

In 1794, when Congress appropriated $15,000 for relief of French refugees who fled from insurrection in San Domingo to Baltimore and Philadelphia, James Madison stood on the floor of the House to object saying, "I cannot undertake to lay my finger on that article of the Constitution which granted a right to Congress of expending, on objects of benevolence, the money of their constituents."
-- James Madison, 4 Annals of congress 179 (1794)

If you disagree with Madison please tell me the definition of benevolence.

Today the government gives out tons of money on social programs.

We have "Busters " law (named after a adorable cat that was tortured) and the penalties are very harsh. I'm thinking because he has ton's of cash to spend on lawyers he won't even get what would amount to a traffic infraction.

I recently bought a product from someone on craigs list. When purchasing I agreed to there terms and conditions without reading them and was sent a cheaper and less efficent version of the product. In the terms it stated that the original ad which got me to the website was an advertisment and it did state that I would be receiving the product I got. Basically they tricked me into buying a lesser product by advertising a better product and only telling me that in the terms and conditions I agreed to but didn't read all the way through.

I'm wondering if that's legal to do and if there is anything I can do to get my money back, I know I agreed to the terms but it's pretty decieving when it's cleverly worded in terms and conditions I had to agree to in order to purchase.

Thanks in Advance :-)

Check out this website which tracks every poll concerning the 2008 election: http://www.pollingreport.com/2008.htm

You will notice that, with few exceptions, Rudy Guiliani and Hillary Clinton have held double digit leads (or close to it) over the #2 candidate for many months for their respective parties. Is there any concrete reason why this is going to change? (It seems to me that all the "dirt" has already come out about both -- and not changed anything). How would you feel if this was your choice for president? Would you like to see Michael Bloomberg run as a third party candidate?
