How about the Niqab (full veil) or Burka? It seems to me that the safety and security of everyone, for the "public good", would be better served if everyone is identifiable in public. I understand the Universal right to "... freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance." but think these rights are subservient to the right to safety and "security of person". Quoted from the "United Nation's 'Universal Declaration of Human Rights'".
