Clearly, some people NEED to use this form of communication while driving. Police, delivery people, salesmen, etc.
How about this idea? In order to be able to use your cell phone while driving, you are required to take a two or three day course, including hands-on skills, then receive an extra notation on your driver's license, and perhaps a sticker for the window of your car. Also, insurance rates go up. Anyone who wants to talk on the cellphone would be required to cough up the money to take it. Would also be a new industry, much like the defensive driving industry.
There is nothing that irritates me so much as to see some airbrain on the phone, driving ten miles under the speed limit in the left hand highway lane.
