Replace a device known as the blower motor resistor. It is a pack of resistors in the circuit that limits voltage to the fan motor and consequently reduces the fans speed.
The blower motor resistor is mounted to the lower right side of the heater-A/C housing in the passenger compartment.

if your's doesn't have the resistor, then it is probably the fan control module- that cured my problem in a 2001 chrysler t&c van
