i had that problem years ago with a Saab I had. Put a grounding strap on the rear frame that drags on the ground...check Autozone or some such, or you can make one.

Shocking indeed stay in the car never get out or. Remove those synthetic or real sheep skin seat covers touch metal before you step out and as you get out. Static build up can kill electronic parts. There is some products with static guard spray onto the drivers seat and carpeting under drivers seat. Some time a little moisture is all that car needs to be less shocking. A customer took a 350Z nissan to me and the sheepskin seat covers really built up a charge 1 inch spark ZAP! BAM! OUCH! the spark killed a Body Control Module

This generally happens when the air is dry and the static charge gets grounded through your body when you touch the car, while getting in.
The best and easy thing is to get an rubber strap ( this is available in the auto shops), you tie this under the car so that it touches the ground when the car is running.
This will ground the charge and you would not get the shocks.

try buying a static strip this can help. it attaches to the back of your car usually where the bumper is bolted on. make sure its in contact with the metal body of the car when bolting on. another idea is to get your brakes looked at i know it sounds strange but it happened to me and i guess there was some static build up cause my pads were low. good luck
