I plan on going to college and studying international business and languages. I am a good french speaker but plan on continuting my studies in french in college. I could conceivably study both german and Chinese in college too. This would obviously be a lot of work but it might be worth it. If you think i should only do one, which one?

I live in a small apartment in a building owned by my partner, in a rough area of a small city. The house next door was a crack house when I first moved in here, but it was busted by the cops, "flipped", and resold to an out of state man who now rents it out. The current tenants are a spanish-speaking-only family consisting of a mother, father, and their four young sons under the age of 6.
My problem is that the children are always outside screaming and crying, from 7am until 9pm. None of them seem to attend school. They fight continuously, and throw rocks and hard plastic toys at me, my partner, our cars, our apartment building, people walking by, etc. I've tried to reason with the children, I've tried to speak with the mother, but I don't know spanish and they don't know english. I can't get in touch with their landlord, who lives in New Jersey. What do I do? Is there something I can say in spanish to make them behave? Should I call children and youth services?

-Some of the words may not be correct, they were hard to decipher.

-On a passport from Romania/Russia dated 1903, the seal/stamp:

"SZOLGABIROI HIVATAL PREDEALON NEMZETKOZI PALYAUDVAR"

-"Noi Ministru Secretar de Stat la Departamentul Afacerilor Straine al României rugăm pe autorităţile civile si militare să lase libera trecerea...."

The passport is also written in French as well.. Any ideas why?

I appreciate any help!!!

It seems somewhat simpler as an english-speaker to understand, or at least guess, what words mean and what they sound like in other latin-based languages. Would it be impossible for everyone to transliterate their languages into the latin alphabet, or would it make more sense for everyone to just continue how they are writing already? Surely, a majority of the people in the world write in a latin based script of some sort, right? If not, which alphabet is more prominent and would it be feasible to switch to that?

You invite a friend to visit you (in another state) and they say they will but that it's hard to find you there (as you travel lots). Then you ask them to come again and they say they'd love to as soon as they get some free time. Then they ask how long you'll be around (as you're going to go travelling). You then ask when is their next vac'n and they say they are thinking about going to visit their parents (overseas) for that break. Then they say 'we'll see', what exactly do they mean?
