The sentence is grammatically not 100% correct and pretty colloquial but it does have a specific meaning. Some of my predecessors are close, but didn't quite get it right. Here is not the word-for-word translation, but the meaning of the sentence:
"Don't you think that the mother had an afro too, in blond?"
