What does "te extrañaba bastante" mean?

It usually means "I missed you a lot," or "I used to miss you a lot." or "I missed you so much," "I missed you terribly, " etc.

It also can mean "He (or she) missed you a lot," or "he (or she) used to miss you a lot."

This is the case because "extrañaba" is used for yo (I), as well as for "el, ella (he or she), and Ud (formal 'you')."

It can't be formal "you" in this context because nobody says "You (sir/ma'am) missed you a lot!" I would hope they don't miss themself! LOL! :)

Here is the conjugation:
yo extrañaba
tú/**vos extrañabas
él, ella, Usted extrañaba
nosotros extrañábamos
*vosotros extrañabais
ellos, ellas, ustedes extrañaban
