-Some of the words may not be correct, they were hard to decipher.

-On a passport from Romania/Russia dated 1903, the seal/stamp:

"SZOLGABIROI HIVATAL PREDEALON NEMZETKOZI PALYAUDVAR"

-"Noi Ministru Secretar de Stat la Departamentul Afacerilor Straine al României rugăm pe autorităţile civile si militare să lase libera trecerea...."

The passport is also written in French as well.. Any ideas why?

The first language is Hungarian. Hivatal is an office.
Predealon nemzetkozi palyaudvar signifies the
Predeal International Train Statiion.
Predeal is a city in Hungary.
The second is Romanian.
French was the language of diplomacy at
the time and many governments used it
as a sort of lingua franca.

HEy I am a French speaker. This is Romanian for sure. I have a Romanian friend and I read her stuff. In term of Francphony, France has a tight relation with Romania, beside diplomatic reasn that's also why they wrote French in teh passport. Don't forget also that during that period of time, French was one of the world most powerfull and popular language. It was a lengua franca like English is today.

Could this be Romanian? French was the language of diplomacy for a long time.

They look like two different languages. The bottom looks like Romanian, and the top might be Hungarian, but it is just a guess.

maybe old french.
im not sure.
maybe it's the type of french they spoke way back.
