Im here in the US with a student visa, meaning that I don't have a social security number because Im only here to study. I was arrested and I was told that I needed to get booked. I understand that they ask an array of questions including for your social security number. What are they going to do if I can't produce it?

I just got a New Year's gift of a speeding ticket in New York State. I have an Ontario license. How much can they really do to me? Can I get out of it by mail? I won't be able to show up in person for court, since that's 1000 kms. away! What does it take for them to drop something like this? Will they just get tired after a while after I please not guilty? If they don't give in, can this have effects on my Ontario license? Anyone know from personal experience? Please give me your sources. Thank you.

On this page, it says you have the right to 'refuse to cooperate' with a police search.
Where can I find the law or legal documents containing this right?
