To the best of my knowledge, the law does not recognize the 'seal of the confessional' as I think the Catholic church refers to it. The Catholic church on the other hand, does. Other denominations may or may not observe confidentiality in this area. Some protestant 'denominations' are actually associations of independent churches. In those cases, no uniform rules are enforced.

In most cases the catholic Priests' view is that they are not Policemen and therefore it is not their place to judge their fellow men and that what ever is told to them in the confessional is sacred. I believe that this does not apply to other denominations. If the Minister wants to take the high road and say he is not going to tell even if he is going to prison for with-holding evidence. Then that would be his choice and no one would blame him except the victims family. I believe that the Minister or Priest should encourage the Murderer to turn himself in place himself at the mercy of God and the court.

it used to be that thinks like confessional and your medical records were sacred. its still hard to get your doctor or religious guide to testify against you, but it happens. in the case of doctors, if they feel that there is a danger to someone, then by law, they must report. but for your minister, its more likely the cops will think that you did it, and try to get the minister to tell them you confessed.

Depending on the denomination, the minister may or may not report it, in the Catholic faith, the priest cannot tell what you do no matter what.
Why do you ask? Are you a murderer?

Anything said to a Catholic priest must be kept in the strictest confidence by the priest, and cannot be revealed to ANYONE.
