Yes. The penalty for selling a counterfeit controlled dangerous substance is the same as selling a real controlled dangerous substance in some jurisdictions. You can definitely be prosecuted but this is how most drug related homicides start.

What makes you think it would be an undercover cop you were maybe selling this to----------it really could be a BAD GUY and you talk about trouble-you would find yourself royally beaten just shy of extreme pain ---even worse------wishing you had never done this.
They could , however once tested and come up with a negative----------you might NOT REALLY want to have the privilage of what they could do for you.

In Ohio you would be charged with Drug Trafficking. It is illegal to sell fake drugs, legally known as "Counterfeit controlled substances". If it is represented to be drugs you will be charged with drugs, either possession or trafficking. Also, the undercover cop would not be the true threat... An angry client would be much more dangerous.

You could probably get away with it as long as you don't say something like "this is cocaine." Usually dealers are savvy enough not to say that. Instead they call it something else...snow, blow, soft, toot, etc. So I imagine that if you told an undercover officer that you would sell him blow, and then gave him flour, then you would have one pissed off cop because he probably couldn't arrest you and instead feels like you made a fool of him.

Yes you could. More than likely you will get arrested for the real charge of the real drug. However, the prosecutor will more than likely work with the defense and drop the charge lower to something like an "intent" charge or even a theft by deciet charge. The deciet charge you would for sure get convicted of if you took it to jury trial.

In most states, yes. It is the same offense as selling the drug that you claim it as. In other words, you put powdered sugar in a baggy, claim it's coke and you've committed the same offense as selling coke; as far as the law is concerned.
Opinions as to whether this is right or wrong aside, that's the answer to your question.

Yes because you had every intention of passing the substance off as an illegal narcotic. I would not recommend trying this to hard core drug users because they will find out what you did and probably beat you up or worse.....

if you are LUCKY you will sell to an undercover police officer.
If not you will sell it to a crazed dope head that will be alittle less than happy about getting scammed.
The rules in that society are a bit different.
People have died for less!
