How do I make sure my famiy doesn't get control over my funeral arrangements and my friend does?

I have a neighbor that always parks in the street, instead of using their driveway. Their truck sits maybe 10 away from a fire hydrant. Others have tried talking to them, mainly because they leave 1/2 of their vehicle sitting out in the road and it is hard to get by.
Who would I report this to? I am not trying to be anal, but it would be nice for the fire department to get to that hydrant should someone's house catch on fire.

I took the drug test. The test was negative ( no drug indicated). Does the state or federal laws say " If the employer test an applicant and the result come out to be negative. The employer must offer the applicant an position".

No one is Africa has come to our country and blown up a building as far as I know.
Africans do not work hard to bring prosperity to their own country? Couldn't they export goods like China if businesses were set up there? WHY don't they? They only like to have internal wars - not work. It has always been that way according to my history Prof.

Does the UK have any places that can compete with places like watts, compton, harlem, southside chicacgo, new orleans, detroit, etc. as far as crime and gangs?

In our community the vast majority of times that a freak accident like an easily preventable drowning or hit and run takes place, it's almost always a newcomer. Are these people having a tough time fitting in or something? Much of the bad things that happen seem to go against common sense, I'm wondering if there's anything that we can do as a community to help them "learn the ropes" Like a "buddy" system or something? Perhaps they are coming from cultures where safety in lax or life has little value???? Any ideas to help them????

Why is it that Pinochet can kill tens of thousands of his own people and still be called a "great friend of the USA" and a "strong ally in Latin America", yet Saddam who is a mere beginner in the genocide stakes, kills around 8000 of his own people is labelled as a muderous dictator by President Bush ?
Is it because Saddam didn't know the words to "The Star-Spangled Banner" or because Pinochet didn't have any oil ?
