What about if you decide to stop your car right in the middle of the road, put the hand brake on, get out, lock the car, and walk to the shops. Then your car is causing an obstruction, but could it be described legally as "parked"? And even if it is so described, then how would a court decide what the parking restrictions are? If the restrictions are different on each side of the road (e.g. pay and display one side, residents only the other) then what is the parking attendant going to put on his/her ticket?
And if the answer is that it would be a police matter (for obstruction) rather than a parking matter for a parking attendant, then if you want to park for 10 minutes or so without getting a ticket, then it is unlikely that a police officer would get there in time to book you, so it might be a better option to do that rather than risk parking in aforementioned residents only spot etc.
Of course it would be a little selfish all round, but that's a separate point.
