What about if you decide to stop your car right in the middle of the road, put the hand brake on, get out, lock the car, and walk to the shops. Then your car is causing an obstruction, but could it be described legally as "parked"? And even if it is so described, then how would a court decide what the parking restrictions are? If the restrictions are different on each side of the road (e.g. pay and display one side, residents only the other) then what is the parking attendant going to put on his/her ticket?
And if the answer is that it would be a police matter (for obstruction) rather than a parking matter for a parking attendant, then if you want to park for 10 minutes or so without getting a ticket, then it is unlikely that a police officer would get there in time to book you, so it might be a better option to do that rather than risk parking in aforementioned residents only spot etc.
Of course it would be a little selfish all round, but that's a separate point.

used to be a parking attendant.....you can be considered to be parked if you have stopped the vehicle for any period in a controlled parking zone...the offence on the ticket would be ....vehicle parked causing an obstruction. This only requires the attendant to consider the vehicle to be causing an obstruction and draw a small diagram to show this. Some local authorities take this offence more seriously than others.

The yellow lines and notices are there to let you know you are on a stretch of the highway where parking resctrictions apply not just the edges of the road.It covers the whole of the highway for the full width of the carraigeway or up to the centre line if the opposite side doesnt have waiting restrictions the Traffic Wardens in my force area could in fact do you for obstruction though not in all force areas.

Not sure about London, but generally, council run parking attendants don't have the power to issue a ticket for an obstruction, but only to issue penalties for specific parking offences (double yellow lines, single yellow lines etc). They do, however, as far as I know, have the power to have your vehicle recovered. Normally obstructions are dealt with by the Police, so if you were thinking of leaving your car somewhere for just 10 mins as you suggest, you'll probably get away with it. It's not right, and you'd cause chaos, but you'd probably get away with it.

If you try you will find out, make sure that there is a traffic warden in full view, to make it a fair trial. If the traffic warden don't find a way of making you pay I'd be surprised, all cars have a number plate with a unique number. You will probably end up in court and paying a lot more than you would have for a parking ticket.

The parking attendant could put a ticket on your car as restrictions enforced by parking attendants apply from the centre of the carriageway to the property line (including the pavement) and I believe in London that the parking attendants can fine you even without putting the ticket on your car. its not worth the risk

No.Obstruction,abandonment of a vehicle,improperly parked vehicle,parking vehicle in a manner likely to cause an accident.To name just a few!! Do you think other drivers would ignore your selfish attitude?Other drivers will take your number and as soon as the police arrive,you will be traced.

Well if you parked in the middle of the road you could be given a ticket for double parking!!

You would be guilty of obstructing the queens highway at best or even dangerous driving in certain circumstances such as an accident

Buy an old banger car
Pay congestion charge
Leave banger in middle of road
Watch chaos unfold.
Video proceedings and sell images to cheap Sunday newspapers. You might breakeven if lucky! and you'll have your answer.
