Why Does the law always let violators know when they are watching them. Every driver knows he should stop at red light and if not he is in violation. Is it wrong to photograph red light jumpers without prior warning?

I think the warning is to put drivers on notice, that even though there are not traffic officers visible, red light violaters will be caught. The idea is no so much to catch people running the red light, as much as to prevent these violations and thus save lives.

First....the sign "Photo Enforced" IS the "prior warning!"

Second, when lawyers jump on the "invasion of privacy" issues associated with traffic camera's, it's just a legal way to avoid litigation about the camera use.

Third, come to my community and learn that once the light turns red....you'd BETTER expect at least five more cars to run the red light!

The purpose of a red light is to prevent accidents from occuring. They are not used to generate revenue. The cameras are there to help enforce this. By posting a sign, the drivers are basically told, "Don't even try it."
