Fact sheet Message to the Congress of the United States Regarding International Emergency Economic Powers Act

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.)(IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.)(NEA), and section 301 of title 3, United States Code,

I, GEORGE W. BUSH, President of the United States of America, find that, due to the unusual and extraordinary threat to the national security and foreign policy of the United States posed by acts of violence threatening the peace and stability of Iraq and undermining efforts to promote economic reconstruction and political reform in Iraq and to provide humanitarian assistance to the Iraqi people, it is in the interests of the United States to take additional steps with respect to the national emergency declared in Executive Order 13303 of May 22, 2003, and expanded in Executive Order 13315 of August 28, 2003, and relied upon for additional steps taken in Executive Order 13350 of July 29, 2004, and Executive Order 13364 of November 29, 2004. I hereby order:

Section 1. (a) Except to the extent provided in section 203(b)(1), (3), and (4) of IEEPA (50 U.S.C. 1702(b)(1), (3), and (4)), or in regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted prior to the date of this order, all property and interests in property of the following persons, that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of United States persons, are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in: any person determined by the Secretary of the Treasury, in consultation with the Secretary of State and the Secretary of Defense,

(i) to have committed, or to pose a significant risk of committing, an act or acts of violence that have the purpose or effect of:

(A) threatening the peace or stability of Iraq or the Government of Iraq; or

(B) undermining efforts to promote economic reconstruction and political reform in Iraq or to provide humanitarian assistance to the Iraqi people;

(ii) to have materially assisted, sponsored, or provided financial, material, logistical, or technical support for, or goods or services in support of, such an act or acts of violence or any person whose property and interests in property are blocked pursuant to this order; or

(iii) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this order.

(b) The prohibitions in subsection (a) of this section include, but are not limited to, (i) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this order, and (ii) the receipt of any contribution or provision of funds, goods, or services from any such person.

Sec. 2. (a) Any transaction by a United States person or within the United States that evades or avoids, has the purpose of evading or avoiding, or attempts to violate any of the prohibitions set forth in this order is prohibited.

(b) Any conspiracy formed to violate any of the prohibitions set forth in this order is prohibited.

Sec. 3. For purposes of this order:

(a) the term "person" means an individual or entity;

(b) the term "entity" means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organization; and

(c) the term "United States person" means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.

Sec. 4. I hereby determine that the making of donations of the type specified in section 203(b)(2) of IEEPA (50 U.S.C. 1702(b)(2)) by, to, or for the benefit of, any person whose property and interests in property are blocked pursuant to this order would seriously impair my ability to deal with the national emergency declared in Executive Order 13303 and expanded in Executive Order 13315, and I hereby prohibit such donations as provided by section 1 of this order.

Sec. 5. For those persons whose property and interests in property are blocked pursuant to this order who might have a constitutional presence in the United States, I find that, because of the ability to transfer funds or other assets instantaneously, prior notice to such persons of measures to be taken pursuant to this order would render these measures ineffectual. I therefore determine that for these measures to be effective in addressing the national emergency declared in Executive Order 13303 and expanded in Executive Order 13315, there need be no prior notice of a listing or determination made pursuant to section 1(a) of this order.

Sec. 6. The Secretary of the Treasury, in consultation with the Secretary of State and the Secretary of Defense, is hereby authorized to take such actions, including the promulgation of rules and regulations, and to employ all powers granted to the President by IEEPA as may be necessary to carry out the purposes of this order. The Secretary of the Treasury may redelegate any of these functions to other officers and agencies of the United States Government, consistent with applicable law. All agencies of the United States Government are hereby directed to take all appropriate measures within their authority to carry out the provisions of this order and, where appropriate, to advise the Secretary of the Treasury in a timely manner of the measures taken.

Sec. 7. Nothing in this order is intended to affect the continued effectiveness of any rules, regulations, orders, licenses, or other forms of administrative action issued, taken, or continued in effect heretofore or hereafter under 31 C.F.R. chapter V, except as expressly terminated, modified, or suspended by or pursuant to this order.

Sec. 8. This order is not intended to, and does not, create any right, benefit, or privilege, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, instrumentalities, or entities, its officers or employees, or any other person.

Gonzolas testified before Congress that his meeting wiith eight representatives was not about the Bush spying program on American citizens. He was given a chance to clarify it and repeated it was about "something else". His Spokesman stated he now tands by his statement.
Not only have the eight Congresmen attending the meeting contradicted him, but a document has emerged from the administration itself that clearly proves he commited purjery. As the JOD has become paralized and incapable of functioning becuase it is loaded with religious freaks from loony bin U should we get a Special Prosecutor appointed to take hin before a Grand Jury. .

I wonder if I might hear from defenders of Gonzales. At this point his culpability is so obvious that it is getting boring.

As a landlord she has been making my staying pretty miserable, Please read.
-She was always popping up with out calling me.
-She never gave me a mailbox key
-She had my water shut off, (it was under her name and she was okay with that and we had an understanding that I would pay it)
-She did not call me to tell me she was going to have it shut off, and I was with out water for 36hours.
-I never received my mail because of her failure to provide me with a key and was unable to get my bills and regular mail
-We never signed any contract what so ever. It was all verbal
-2 months living there she increased my rent from 1,300 to 1,500 in the same month it was do.
-I offered to pay more contigent upon her not selling the property and she was okay with that but then opted to sell it 2months later.

I’m sure there are real-estate laws she has violated California Real Estate laws with the water and failure to provide a key and increasing my rent. Someone please help me, I want to go to court prepared if that Is the case. What laws were violated if any? What should I do?

My mom ordered a dress for my bros wedding and the store does not accept returns. After waiting for two weeks the company said the dress she wanted was no longer available so they ordered a similar one for her. When she received the dress it was completely wrinkled, poor quality, and threads were coming out of some seams. She ordered the dress to have extra length and it does not appear to be and the store does not have the dimesions that it should be to check. The jacket it came with would barely fit a child. Despite the no return policy (and horrible customer service), does she have the right to return it if she is completely unsatisfied?

i have a question my business partner and I started a business selling t-shirts, we made a shirt thats say " i stay sucka free" ( heres a link to the design we have for our T-shirts )
http://pic70.picturetrail.com/VOL1870/8518950/15831699/241282803.jpg

My partner and I registered with the City of San Francisco for a business license, have our EIN FBN ect.. Are company is named I STAY SUCKA FREE CLOTHING.

Apparently unawarely there is a clothing company named Sucka Free Clothing. We were contacted by the owners attorney, and she informed us that her client owns the trade mark right to sucka free and sucka free clothing. The attorney had our pay-pal account blocked and told us to remove everything off our myspace page referring to i stay suckafree clothing.. and to give her a copy of all are inventory so she can assess the matter, but we decided not to give it to her.

We, then talked to the attorney again and informed her that we understood that her client owns the trade mark to sucka free and sucka free clothing, and that we were more than willing to drop the i stay sucka free clothing we agreed that it would cause confusion. So now we are in the process of getting a new name... But that we both didn't agree to stop selling our shirts because are shirt are a artistic statement that says " i stay sucka free" . We also decided we were going to add to the design "its a way of life", which differs by theirs "sucka free". Not to mention that the
designs are totally different.

heres a link to there info there is a specimen of there design on there as well

http://portal.uspto.gov/external/portal/tow?SRCH=Y&isSubmitted=true&details=&SELECT=US+Serial+No&TEXT=75518077#

we really would like to know if we have the right to sell our shirts we feel that the designs and the concept are totaly different

thank you

The personel in the office took some photos of raped areas, Question: If you don't want them to have these kinds of pictures of you, especially since they aren't using them, and have them in a file some place, Are you allowed to go and have them release these to you and purge them completely from their office, especially after they said there was no way they were really going to do anything about what happened, The pictures were only taken due to the staff seemed kind of pressuring about taking the pictures?

Ok, so my friends son was coming out of CVS, and him and his friend started walking back to their home, well 2 blocks away from CVS a worker of CVS tackles my friends son, accusing him of shoplifting, after they get up he drags my friends son back to CVS and search him, they found nothing in his pockets except a pack of gum. which he bought, and had a receipt for. So they held him at CVS anyways, didn't let him call his parents, and accused him of ditching the stuff they say he stole, they didn't let him go for 45 min. Until he confessed. But he really didn't do it. He was hurt when they tackled him, his knee, hand, and elbow were cut up.. so is there any legal action that can be taken?

Last fall, here in Buffalo, NY two teenage girls (both 15) and one teenage boy (16) went to a Christian church and with spray paint vadalized the church with "LONG LIVE THE ATHEISTS" ... and they also burned an American flag.

They are all being charged ... but do you think it's unfair that they are charging the girls? Girls never do that sort of stuff. I think that they should let the girls off and put the boy in jail, maybe for life. What do you think?
