we went to the court house and they said that they could not get them for us because the court reporter has passed away. the case is from the early 90's. i can't believe that there is no one else in the world that can transcribe those pages.

Court reporters do not always make transcripts of the proceedings they have reported. The reporter gets paid for that work, and if nobody pays for it, they don't do it. However, there are regulations concerning preservation of their notes. Usually, but not always, another reporter can reconstruct a transcript from those notes.

I would suggest you contact the court reporters office for your local court and/or the California Court Reporters Association, and ask how you can obtain the notes for transcription by another reporter. Remember that in most cases you are going to have to pay for this.

Sounds like you talked to a lazy or ignorant clerk at the Courthouse.

If the matter was in Court there should be a transcript on file in their archives; however, they would need to retrieve the box from their archives and they can charge you in advance for the retrieval fee, which could vary between $35-$100+ depending on where you live.

If you live an podunk jurisdiction that the pages truly were not transcribed, any Court reporter should now be able to transcribe them and if you pay the retrieval fee, argue the point that there office needs to pay for the transcription fee as the documents are a public record and should have been transcribed prior to going to storage, even if the original Court Reporter passed away prior to transcription.

The court reporters maintain the steno notes, usually in their own homes. If the steno notes can be located, any court reporter can prepare a transcript.
