Waiting for global warming to be obvious before taking action is like a chicken running around with it's head chopped off. What's the point of taking action once you've reached the point of eminent death?

DARN THESE FLYS!

An Englishman, a Scott, and a Irishman walked into a pub.
Each orderd a pint of beer . Then a fly landed in each one's
beer . The Englishman, turning slightly green, pushed his beer away and asked for another one .The Scott took the fly out ,
shrugged, and drank his beer . The Irisman pinched the fly
between his fingers and yelled " SPIT IT OUT! "SPIT IT OUT!"

I'm thinking that we could spend less money on space travel and more money on development right here. The world is 2/3 water and we should be able to build "bubble cities" where the glass is thick enough so the density won't crush it. Also, since water is 2 parts hydrogen and 1 part oxygen, we should be able to extract oxygen from the surrounding salt water, filter out the salt, and have air for people to breath and water for them to drink down there.

My company believes that it has the technology of strip massive amounts of carbon dioxide out of the atmosphere. We believe that in time we can reverse climate change by lowering the level of carbon dioxide. (Best case would be 20 years if massive effort was made and Kyoto was modified to allow us to claim carbon credits for the capture.) This raises an interesting question, how low should the level of CO2 be allowed to fall?. Certain countries like those in the Middle East would like a colder world where they would get rain as they did several thousand years ago. Others like Canada would like a warmer world. My question is about how we should decide and how we would enforce it.
