While I wait for my liquor license to get approved, how can I allow patrons to bring in their own alcohol for consumption in my establishment? I do not plan to sell alcohol until license is approved, but would still like people to be able to bring their own.

I have been thinking about wearing the great classic black cocktail dress, but I don't want to be overdressed. Would black pants be appropriate? Should I stick with the dress? well a friend of mine lived in Missouri and when they recived bad service they would tip a quarter but they would some how place a full drink upside down over the quarter so that when the server picked it up the drink would spill every where has any one else seen things or heard storys like this ?
