If I post negative things about a person or a company on a web page, can I get sued for slander? If so or if not why?

I live in an apartment complex. Rules and Regulations and the Lease states clearly that our problem is a violation. Our problem is between 2 and 10 teenagers standing in front of my building for hours at a time flipping their skateboards. This is so loud in our apartment they may as well scream at the top of their lungs continual. I do not mind them skateboarding and flipping it once in a while as long as they don't loiter in one place for hours like in front of my apt. This wouldn't be a problem but they are keeping my husband up when he needs to sleep they have even done this at 1 in the morning Leaving him 3 hours of sleep to work on. The sherriff won't do anything and our apt managers won't do anything either. It's a violation and banned from the property but there is no conciquences if they continue. If they would ride it like a skateboard should be it would be fine. What can I do when moving isn't an available option right now to keep my sanity? Without having to leave home.

Syria, Iran, Saudi Arabia, Egypt, Pakistan & Israel do NOT want to get involved in a Long Bloody civil war in Iraq. Not only will the Iraqi Shia destroy the insurgents but they will be killing all the Sunni Al Qaeda terrorists in their country (thus winning the war on terror in Iraq) and even if democary fails in Iraq is it really worth keeping a lot of US troops in Iraq & the always chaotic Mideast for the next 50 years just so Israel can sleep a little better?

The Iraqi Shia outnumber the insurgents/terrorist 4 to 1 and they don't need tanks, artillery, helicopters, or planes to destroy them all. They've got something better over a 1,000,000 people with AK-47s and 1,000 years of experience of fighting other Muslims. The longer the US holds back the Iraqi Shia the more the Iraqi Shia are going to come to hate the US and when the Shia do ultimately take over Iraqi it might be better to have the Iraqi Shia as a US ally?
