I live in an apartment complex. Rules and Regulations and the Lease states clearly that our problem is a violation. Our problem is between 2 and 10 teenagers standing in front of my building for hours at a time flipping their skateboards. This is so loud in our apartment they may as well scream at the top of their lungs continual. I do not mind them skateboarding and flipping it once in a while as long as they don't loiter in one place for hours like in front of my apt. This wouldn't be a problem but they are keeping my husband up when he needs to sleep they have even done this at 1 in the morning Leaving him 3 hours of sleep to work on. The sherriff won't do anything and our apt managers won't do anything either. It's a violation and banned from the property but there is no conciquences if they continue. If they would ride it like a skateboard should be it would be fine. What can I do when moving isn't an available option right now to keep my sanity? Without having to leave home.

I love this burly man idea. I live in a fairly large town however we are outside of the corp limits and so the sherriff takes care of our area supposively. I have even called the State Patrol and the local police over issues like this. Others are annoyed but they get the same treatment from what I gather so we just deal with it. We are just at our wits end. It's around 1000.00 to get out of our lease. Then you have to have a deposit for the next place. They said that there is no curfue when it's private property and the parents condone this. Management and the Sherriff just passes the buck on this. I sat and cried my eyes out today due to this stress. The manager basically stated if my husband and I broke the rules and violated the lease we would be evicted but the parents of these children doesn't get anything when their kids break the rules and lease. They have even hit peoples vehicles and was leaning next to mine when they flipped the skateboards. All we can do is give it to God.

I want to add I do not HATE kids at all. And I have opted for the skateboard park for them and they will not do that. The only place to put something like this is by the office and she doesn't want that cause then she'd have to hear that noise. We were in a building without kids when we moved here but it's been over 3 years and so alot has changed including we are on our 4th manager. I don't want to see anyone arrested over this or evicted but I do want to see that others should have to follow the rules as I have to. They will evict me if I do something wrong. We got a notice not even a month after moving in that we played our music all night keeping others awake and we were not doing that and were warned we'd be evicted if it happened again. We didn't do it and we never heard any music. But we have delt with balls hitting our cars the skateboarders loud music from cars bass systems squeeling tires parties and fights and the police treatened us with a ticket for reporting a disturbance

The problem you describe seems insignificant unless you experience, like you and I both have. That NOISE of the flipping is nervewracking. Anyway, since the police/sheriff are unresponsive, perhaps you can request them to send a Community Service Volunteer. They usually drive unmarked cars and wear uniforms. They are also generally senior citizens. When I had this problem, I asked the kid to stop. He didn't, so I asked his parents to do something about it. They didn't do anything either, the problem escalated and I won't tell you how it was resolved. But maybe you can get some of your friends over sometime and ask the kids to go to a park, a parking lot, some other place to hangout. If they are on apartment property, the manager has an obligation to resolve the problem. But if the manager is not honoring the Rules and Regs, you may have a good argument for with holding rent. I would tell the manager your plans first, and also find out who owns the complex and notify them. Most managers are fat, lazy and dumb anyway and don't care because they aren't paying rent and may even be the parent of one of the kids. But the Rules and Regs are binding on the apartment owners/managers as they are on any tenant. If they have R&R's as part of the lease, they are bound by it's conditions as well, and have a fiduciary responsibility to enforce all the rules/regs including stopping the kids from the skateboard noise - good luck.

Here is a love based suggestion
besides trying to get everyone arrested and in conflict.
Petition the complex owner to install an "approved" skate board area. This may include rails for sliding and a couple ramps. This will give the kids a better place to play and keep them from disturbing you.
Most apt. complexes will separate families from older people who hate kids. Next time opt for that.

Don't get excited....be cool. Play music that you know they do not like. Maybe Christmas tunes for this season. Turn on the sprinklers or keep the area wet before they arrive. The skateboards do not roll well with sand sprinkled about. Use your thoughts to make it 'quietly' unappealing. If it is very cold and your windows are closed, go to the sporting goods store and purchase a jar of stink bait. Use rubber gloves so as not to get it on your hands. This stuff STINKS very bad for a number of hours until it dries and will smell again when wet.

you're right it is against the law...not only loitering but the noise and most States have a certain time that if it's after that time you are disorderly or something like that..well I'd go after that Sheriffs head..what is he from Mayberry?!...and from the word Sheriff I'd take it your in country land or low population?!..well you don't want to burn your bridges but either try again with the Sheriff or tell him rigth out that you pay taxes for his salary and that you'll have to go further in the long arm of the law with this one...so is the Mayor of your town his boss...go there...go to local police if you have it...if no luck then go to the State Police and/or there's always the Attorney General's Office in your Capitol...they are always great to go to for legal intervention or to simply answer a legal question...

Sounds to me like you need to question your neighbors and see if any of them are as bothered by it as you are. If so then get them all together to complain to the property manager or get them all to make a call to the police. I am betting that with enough phone calls the cops will get tired you all and get off their butts and come do something. If all else fails then hire a big huge burley man to scare the crap out of the kids!

Don't pay the rent .. and use the rent money to get a new place. In small claims court show records of all the complaints to the managers that were not responded too when they try to sue you for not paying.
