My neighbour has had a very dangerous fence erected , each metal strip has 3 very sharp points on it (like on a fishing hook) If a kid fell on it they would get badly maimed or killed is this legal

I don't know what kind they are other than they are evergreen. I have trimmed away all of the green so now they are just a tangled mess of branches, stump (somewhere in there, I'm sure there's a stump) and roots. We've tried digging and pulling but can't budge them. We can't burn them out due to city ordinance. My husband doesn't want to use our Santa Fe to yank them out for fear of damaging the vehicle. Any serious tips? Know any good websites with advice?

They started with a bit of powdery mildew which is normal but eventually browned and died. Water has been sufficient.They are Tall Garden Phlox.

We are about to try 'Weedol', but does anybody have experience in the use of this or anything else suitable? (and of course, legally available for use). I'm really worried as it's covering a tall unsupported wall and I can see it crashing down with fatal results if nothing is done rather quickly! As this is a serious question, NO TIME WASTERS PLEASE AND ALL DOPEY ANSWERS FROM THOSE WHO KNOW NO BETTER will be reported. I haven't got time to read a load of old nonsence. It is about 4 or 5 cms long and was found on a weed among the foxgloves. It is black and about 1cm in diameter. On it's "head" it has two markings which look like big eyes and under that it has a marking that looks like a big smily mouth! It looks kind of like a cartoon!! It has no horns or stripes.
Can anyone identify it for me please? I have checked in my nature books but it doesn't seem to be there.
I found it in my garden in the south of England.
