It's not free but annuals grow very well from seed which is much cheaper then buying plants from a nursery. You will also have a much larger selection then from a nursery. You'll have to do some research and it is a lot more work but you can landscape your entire yard for a fraction of the price when buying started plants. Check out the following web site:

chat up your neighbours- really- tell 'em how much your love their garden and wish you had a place like it - don't be surprized if come fall you have at least a bit of a garden filled with beautiful plants.
Also at the end of summer people throw out planters that have plants in them most are annuals but not all of them
also when they tear down old houses the new owners often don't mind if you dig out the plants that would be trashed

You can buy small plants for really cheap (around $2 at nurserys and Home Depot). Also be creative! If you have some rocks in your yard, arrange them nicely. Low-water landscaping is HUGE right now. Buy some baby succulents and creatively arrange them.

Plants are always heavily, heavily discounted in the fall, which I have found is the best growing planting season for trees, grass, etc. anything....
Other than that, ask around, sometimes people rip up perfectly good plants to put in bigger driveways, garages, different plants, etc.

ask garden centres if they have any plants they are about to throw out because they are not tidy enough to be on display. They will be glad to get rid of them and it doesn't matter to you what they are. A gentle trim, good compost and regular watering will save most things.

well... you can take a narrow rectangular flower box and put potting soil in it. next you take grass seed. then you will basically have grass in your flower box, but if you look at some of Martha Stewart's ideas.... that's a lot of help =)
