It can .. though it usually just weakens them ... then they either die over the winter, or suffer the following year . I t depends on the plant also ... Mix up some baking soda in water , and spray your affected plants .. this will usually clear it right up , and won't harm your plants
.. About 3-5 tablespoons per gallon of water will do the trick... ( the measurements don't have to be presise ; I generally just dump some in my sprayer, and dissolve in water ... and spray away ...

It will definitely cause damage if left untreated. Cut off all affected and dispose of. Coffee grounds and beer also help get rid of it. Really. Used or new grounds put around plant, and a can of beer poured around plant. Sounds crazy, but my plants liked it.
