Do you mean graft roses, i.e. introduce DNA from one species to a root stock of another? That's best done in July.

Do you mean prune roses, i.e. cut them down to promote bushiness and flowers? That's best done very early spring, just when they start to sprout.

I am against pruning in fall (autumn), especially in areas with winter frost.
