Yes, seaweed can be a great fertilizer. There are a number of commercially available organic fertilizers that are derived from seaweed. Some are applied to the soil and others are "foliar sprays" which you mix with water and spray on your plants.
One BIG caution, though: If you have not thoroughly rinsed the salt residue off the seaweed, you can damage your plants and your soil. I would suggest dumping the seaweed into a container of water and then draining off the water a couple of times. You will lose some of the nutrients in the seaweed, but I would be more worried about the salt content. The leafy matter that is left over would be great to add to your compost pile, or just spread it on the soil.

I would have to guess... no. I would think that seaweed is not any better than going out in your backyard and useing cut grass clippings as a compost additive. Seaweed is pretty course and thick and it would take quite a bit of time for it to break down into usable minerals instead of tying that nitrogen up during decay.
