Yes its great but wash the excess salt off first. You can lay it around the roots and it will keep moisture in the soil and feed the plants as it breaks down. Otherwise compost it by piling it up and keeping it dark and moist, turning it over from time to time. When its broken down dig it into the soil before planting. Hope this answers your question.

Yeah, it should work. In old times they used to use it as fertilizer for potatoes in Ireland I believe. As the other person mentioned, it's probably a good idea to wash the salt off it first though. I'd probably recommend putting it in the garden in the fall or early spring that way it has time to break down. If you put it in while the plant is growing it actually may take nitrogen away from the plants.

Seaweed is fine as long as you rinse first.

seaweed is good to eat dont waste it i would tea leaves they are good compost.
