I recently purchased a royal gala apple tree here in Wisconsin and have heard mixed stories of whether or not it's self pollinating or not. Can someone please tell me if it is?

Gala does need a pollinator. I'm not sure how different Royal Gala is, but I am guessing that it will have the pollination requirements of its parent. Any other apple (or crab apple) blooming at the same time should do it.
Even the trees labelled as self-pollinators set a better crop with cross-pollination.

All apple trees need a pollinator. However, if there is another apple tree withn a mile of you, not to worry. The bees will visit them both!
