I don't know what kind they are other than they are evergreen. I have trimmed away all of the green so now they are just a tangled mess of branches, stump (somewhere in there, I'm sure there's a stump) and roots. We've tried digging and pulling but can't budge them. We can't burn them out due to city ordinance. My husband doesn't want to use our Santa Fe to yank them out for fear of damaging the vehicle. Any serious tips? Know any good websites with advice?

Use a shovel and an axe. The shovels aren't made for cutting through big roots. The axe isn't great for dirt, but together they work pretty well. If you're working in rocky soil, you might ruin the axe, but they aren't all that expensive at the hardware store.

If the axe gets to be too inconvenient, due to a single root going straight down, you can mess with the pry bars (UGH!) or you might look into using a folding pruning saw once you've got a bit of clear space.

Chemicals might work, but a lot of times, the roots just grow back a lot later anyhow.

Dig, dig and dig some more. Also get a pry bar and work on the stump/root ball with that as well. May take you lots of hard work and a very big hole, but they will come out.

cut off slightly below ground level. Drill hole in center of the main trunk and fill with round-up brush killer
