On May 9th, with only a minor press statement, Bush signed a directive that granted near dictorial powers to the president in the event of a national emergency declared BY the president.
If the president determines a catastrophic emergency has occured, he can take over all government functions and direct all private sector activities to ensure we will emerge from the emergency with an "enduring consytitutional government".
In laymen's terms, if Bush determines a national emergency has occured, he becomes our dictator so he can direct and and all government and business activities until he declares the emergency is over.
NSPD-51/ HSPD-20 makes zero reference whatsoever to Congress, suggesting that the powers of the executive order can be implemented without any congressional approval or oversight.
Now, if you are a neocon who thinks this is fine, consider this by using "Hillary" instead of "Bush".
