I use to work for an attorney in NY. Write a letter to the court asking to take care of the ticket by mail. Ask for the total cost of the ticket. Make sure you enclose a COPY of the actual ticket AND a self addressed, stamped envelope. The letter should say something like this: Dear Judge, Enclosed you will find a copy of a ticket I received on (date of ticket) and a self addressed, stamped envelope. Please allow me to settle this matter through the mail. I would like to know the amount that I owe so that I may pay it as quickly as possible. Thank you for your time. Sincerely, (your name)
Good luck!

If you go to court, don't go without a lawyer! If you can't prove that actually you WERE wearing a seatbelt, you're going to lose anyway, so you might just as well pay up.
The ticket doesn't really matter. What matters is that now you not wearing your seatbelt will be known by your insurance carrier; if you ticked a box saying that you DO always wear your seatbelt on your insurance application, and you signed it, you broke your contract, and the insurance company can raise your rates or drop your coverage...

Oh for God's sake peaches. Get over your "paralegalness". It's a seat belt violation for crying out loud... A non moving violation in most states, if not all. I've got 30+ lawyers at my disposal if necessary, but this is a no-brainer. No legal representation is needed.
And why fight it Jly? You did it. It would more of a hassle to go to court for such a simple violation. What would you do, fight it? Lie and say you were wearing your seatbelt? Just mail in the money.... and WEAR YOUR DARN SEATBELT!

Either way you pay - looking at around 50bucks for the ticket and prob around 30 or so for court costs. 75-100 dollars total is a good range.
Update for Peaches - In New York they consider it a non-moving violation, so there are no points typically on the license for the 1st one or impact on you car ins..

Paying for a lawyer will cost more than just paying the ticket, so I think that just paying the ticket is the obvious choice here

You should go to X-Coppers - trust me - this is a very serious charge, and you will loose points - as many as 5 in some states! if you are not guilty or even if you are - it pays to get X-Coppers - these guys never loose and will save your "***". Good luck - don't worry about how much it will cost, your insurance will sky rocket if you loose. So one way or the other it pays to get representation.
