I am from New Orleans, and for YEARS we have had one of the worst school districts in the country. Could it be because most of our school board members are Democrats? Maybe so.
If a school is doing poorly, they increase funding for the school, to help them improve.
If a principal does very well at a school, they send him/her to a bad school to try and improve it.
So what happens? Schools do not want to improve, because they lose funding; and principals have no incentive to do better because they will be sent to a worse school.
Of course, the Public school system in this country is SOOOO good (along with the Social Security system), we also want them to be in charge of our health care!!!!!
