The teen arrested was in the bathroom at time of theft, they know who committed the actual theft and yet the teen in the bathroom gets arrested?

Maybe while he was "in the bathroom" he was holding "the package" when he was caught red "handed".

Anyone , any age, can be arrested . Being arrested is not a crime. Getting convicted of a theft is. A charge has to be laid before or at the time of an arrest and you must be informed of it.by the officer. You may wish to retain your right not to talk or you may wish to convict yourself. It is best to mmmmmm yourself and call a lawyer. Most kids talk themselves into jail. Cops are allowed to lie as an investigative tool but not so the accused: If you are found lying you could be charged with hindering or interfering in an investigation. Call a lawyer!!

This is the first lesson of the law. First to call the law is usually right. Regardless of the truth.
One persons word over the other. If the teen in the bathroom can not prof they did not steal whatever, then they are guilty.....

Hopefully the bathroom teen turns into a rat and tells on the teen who actually stole whatever......

If it were that easy, I'd have someone in my car as I drove around telling me to arrest all the dopers. There is definitely more to this story!
