Education must be given to every child free of cost. This should be bundled with a mid-day meal in schools. It is because of lack of education people fail to realise the importance of birth control.
If we observe the "below" poverty line segment, they are mostly from the rural parts of india where there is lack of education.
Now where is the government going to get the funds for this?
Well what about levying tax on every individual head of india?
be it a businessman or a pan wala, let them pay taxes as per their income, i am sure a pan wala would afford a meagre sum of Rs. 100/- per year to the government!
Why is it that out of a population of a billion only 20% are tax payers? Don't the rest of the population earn anything out of this country's resources? If the tax net widens then india will have more money to spend on economic reforms, of course this will also mean a reduction in tax burdens.
Moreover, If We have educated, honest, sincere politicians, I firmly believe there is a very bright future for India.
Finally, every citizen needs to be responsible towards the country, this is true patriotism, not just cheering the indian team at a cricket match.

I do believe everybody should read the book by Ayn ra nd "Atlas Shrugged". the only way to eliminate poverty is by eliminating laziness and the illusion that money is not made but taken. Everybody must understand the importance of making their own money instead of taking handouts. it is unfair that politicians or the lazy be condoned when they, in broad daylight, rob the wealthy by their own right, of their money in the form of exorbitant taxes or otherwise. the only way out of this is for people to understand the necessity of creating their own opportunities. this must be coupled with the opportunity to grow. in a country like ours, people who start small, most often stay small, while it is likely to be due to inefficiency, it cannot be denied that a difficult corrupt money-gobbling government has a big share in this guilt. it must also be said that while corrupt practices, quick ways of getting rich etc. are allowed as a method to function in this country, individuals without such outside help do not stand a fair chance.

Avoid curruption from top to bottom in beaurocrat. Strict punishment to the people who are doing curruption.
Now Indian civil service is the most currupted department, second is the politicians.

To get immediate results, our political system should get changed.
We should sincerely adopt true communism/socialism. This looks quite impossible at this moment of time!
