I got my kitchen painted last week and already the paint has developed an "alligator" appearance!! The painters said paint only takes 20 mins to dry but everyone else I've spoken to says each coat should be left to dry for at least an hour!
Please help...Who is right?

The bulletin boards at school are encased in boxes of clear plastic. However, the plastic has been badly scratched and it's hard to see the articles on the board inside. It would cost $400 to replace, which we can't afford. Is there something we could do to fix this?
