Bottom line is: Alligator appearance of paint is due to grease being on walls. When you are cooking on the stove top, odors/grease are carried throughout room and deposit on walls and ceiling.
Being that the kitchen was painted, the walls should have been primed/sealed due to the grease that is on the walls. Drying time varies depending on the paint (flat, gloss, etc) and manufacturer. But the paint should definitely be dry by now.
I see a 'do over' in your future.

If your kitchen was painted a week ago; then your paint is dry. But, regardless if your painter waited 10 minutes or 5 hours in between coats, your paint should not have an alligator appearance. Did he use a primer? And what kind of paint was it? Either way, I'd be on the phone with him right now, because he will need to redo it.

You have quite a problem on your hands and it sounds as if the painters you hired were not the best people for the job. It also sounds like the paint was possibly put on incorrectly and not given sufficient time to dry between coats. You may have to find another painter to give you some advice as to how to proceed. Once you obtain this new advice, I might suggest persuing the first painters to get some of your money back.

If your painter was correct your paint would not have an "alligator" appearance. You may very well have a bad paint job. Ask the painter to come back and correct the problem.

Oh dear! What a useless decorator. You must get him to correct this botch job. Every maker has instructions written on the container, not only time to allow between coats of paint, but also whether to use primer, etc. Obviously your decorator didn't prepare the walls properly. I wonder if you supplied the paint, or if he used his own, in which case he could've used a cheap one which might not be good for a kitchen area (steam, damp, etc.).

Your painter put latex paint on over oil base without using a primer. Make them come back and redo it.
