is it normal for water to constantly remain in the sump basin? The water level seems to hold steady in the basin and pump will go off if it rains???

The "berries" in that clump are dark and sort of dried looking, and shriveled. When they drop on the ground, they remain the same color but get even more shriveled.

What is it?

Depending on what those nasty tags are on, you can use a hair dryer to warm them up and they'll peel right off. Or, use nail polish remover.
Just be careful you don't ruin the product on which they are.
