is it normal for water to constantly remain in the sump basin? The water level seems to hold steady in the basin and pump will go off if it rains???

Normally sump pumps are what we as mechanical systems operators refer to as primed pumps. These pumps need water up to the diaphragm to give the pump lubrication. if for some reason the water gets below the inlet air could seep up and drain the water out of the inlet. If the lift is not to high it may pull the water back up and pump just fine but with each dry start you are decreasing the life of the pump. So it sounds to me like your pump is working wonderfully.

I have dealt a few of them and everyone I have ever seen did retain water unless it had evaporated. Generally the pump can only pump the pit down so far and unless there is a check valve. Some back drainage may occur into the pit once the pump shuts off. I would not be concerned unless it starts overrunning the sump pit. Like the old saying goes, "If it is not broke don't fix it".

Yes, it's designed to keep the pump underwater. It helps maintain the life of the pump. The water keeps the pump lubricated, otherwise the seals and gaskets will dry up and crack.

verify with a Plumber, there could be NO hollow in pit, that's the place the ejector pump is going to eject the water that collects interior the pit! The old house proprietor would have taken the pump with him. like I suggested verify with a Plumber! sturdy success.
