Which products best for white film near dishes rack? Baking soda isn't working.

for the counters , vinegar and water.
dish rack.. bleach and hot water , soak and scrub..
or soft scrub ....

I am not familiar with lament counters. Are they like Formica, tile or granite.?? I would try a SOS pad and vinegar. The white film might be lime deposit from the water

Have you tried orange spray? its natural but effective and is about $5 for a trigger pack. otherwise try vinegar and leave it for a couple of hours and it should be soft and easier to wipe off
