Okay, new drivers in the family (got the permit today). Of course, DMV rats you out to Allstate, and Allstate charges a ton for insurance (Arm + Leg). Oh, two new drivers. So I'm looking for ways to show good character to Allstate or find a cheaper insurance.

Now, I know some basic things about Auto Insurance:
A) Good grades (above 3.0 gpa) can get a discount from some insurers (usually 10%). Have this.
B) I drive a moderate car (not SUV or sedan). Good condition.
C) The car will be shared between 2-3 young drivers. Since they can't all be in the car at once, I imagine this could reduce costs.
D) No criminal record and no disciplinary file at school.
E) In the Fall, Drivers Ed is offered. I understand that it also can reduce costs
F) Parents are responsible drivers (low insurance)

Who tends to be cheapest with Auto Insurance? Am I wrong in any of the above statements, and is there any other factors that can save money? Where is the best place to get a quote?

Thank you!

The front headlamp bulb has blown. I wanted to change it myself, but the light unit seems to be entirely closed, and I see no way to open it. Is this a job for a mechanic only? Many thanks for your help.

Used truck to pull a small float in a parade that day, it rained in the AM and the truck was outside during the rain. Later that day, at parade time, it was partly cloudy and 80. After the parade the horn started honking sporadically then it went to a solid honk. I disconnected the battery in order to silence the truck as a crowd was gathering and proceeded to pull the horn fuse.
The keys were on the dash so no buttons were depressed at the time of the occurance. Any thoughts on this would be greatly appreciated.

I may be moving between states in the next month or so, and I plan on taking my car with me. Since I still owe money on it, I don't have a title for it yet. How will I be able to register it with my new state?

Help me out here PLEASE. This is my first time. So, it seems most of you would lean towards a personal seller than a small dealership. So okay, I got a couple numbers of people who are selling cars that I'm interested in.

1. What should I ask them when I'm on the phone with them for the first time?

2. What should I ask/check out/do when I see the car for the first time?

(By the way, I have a mechanic who would check the car out for me for free if I'm really interested in it. But that would be later on. I wanna narrow down my field so that I don't bring him like a million cars.)

Thank you! :)
(quick replies are really appreciated)

If you had a choice, would you rather buy from a personal seller or from a small dealership (nothing well-known)?

Obviously, it would be better to buy from a better-known dealership, but my budget can't go that way.

Thanks for any help.

It is a renault megane 1.9 diesel 1997. The horn starts to loose strengh, then stops altogether. I tried it again a day later and it worked for a few minutes then lost strengh and died out again. If anybody posts an answer please make it as clear as possible as I know virtually nothing about car maintainance. Thanks
