I'm in the Bay Area of California. Seems like every bank wants to know what your social security number is. I'm helping a friend who is behind in his bills to try to avoid his account from being frozen. I was thinking if the SS isn't attached to it, it can't be touched,,, Any banks to suggest?

got my gas bill and there is a $28 charge for delivery. so i call up the gas company and ask them about it. they said it was for the delivery. i am like wait a minute i never saw some guy with a truck show and drop the gas off. i didn't sign a delivery form. she got mad at me and hung up. how do i fight this delivery charge? do i need a lawyer?
