Seen it alot in US and in films...Why do they do it? What does it mean? My Brother-in-law said something about people being killed but wasnt sure.

We are already planning Rockerfeller Center,Empire State Bldg,Macy's,5th Ave,the Ferry ride to Statue of Liberty ,museums-and of course Ground Zero etc- but any Suggestions as to RESTAURANTS,must check STORES,AREAS or cool places?We are staying by Penn Station area-oh! and also any DON'T DOS----

My brother moved to Ohio not to long ago. he called last week saying that there was no way he could take the time off to come back home to Iowa. So we are going to surprise him by coming to see him for thanksgiving. He is living in Xenia.
